Xcel Energy Secures Minnesota Electric Rate Approval and Customer Refunds Underway

Sat, September 19, 2026

Xcel Energy (NASDAQ: XEL) received final approval from the Minnesota Public Utilities Commission on July 31, 2026, for its proposed electric rate increases covering 2025 and 2026, which will result in modest average increases and trigger bill credits for customers.

The approved rate changes include a 2.3% increase in 2025 and an additional 3.4% in 2026—totaling approximately a 5.8% increase over the two-year period—down significantly from the company’s originally requested 9.6% for 2025 and 3.6% for 2026. These adjustments were confirmed in June, and on July 31, the commission issued the final written order formalizing its decision.

Under the commission’s ruling, because interim rates—which customers have been paying since January 1, 2025—exceeded the final approved rates for both years, Xcel Energy will issue refunds with interest to customers via one-time bill credits.

What This Means for Customers

Residential electric customers will see average monthly bill increases of about 2.85%—approximately $2.78—under the final approved rates for both years, according to the company. The difference from the higher interim rates will be returned, helping to moderate the net impact on consumers.

The final approval affirms funding for investments in system reliability, clean energy projects, carbon-free nuclear operations, and enhancing customer experience. Through these investments, Xcel Energy aims to support future load growth while advancing its clean energy objectives.

Broader Context and Investor Perspective

The rate case outcome aligns with broader utility sector trends toward balancing necessary infrastructure investment with consumer affordability. Lower-than-requested rates combined with refunds may slightly depress revenue recovery timing for Xcel, but the clarity provided by the final order improves regulatory visibility.

As of September 18, 2026, XEL quoted at $72.30, down 1.31% for the day. While the rate decision does not necessarily explain the intraday price move, investors will monitor the impact of these regulatory developments on future rate base growth and cash flow stability.

What’s Next

Xcel Energy must implement the refund credits and provide clarification to customers on how and when they will receive them. The company will also proceed with approved infrastructure and clean energy initiatives under the newly authorized revenue structure.

From an investment standpoint, the final decision reduces regulatory uncertainty and affirms Xcel’s path forward in its multi-year investment plans, although the net billing impact is softened by the mandated refunds.
