Aon Expands Ukraine War‑Risk Reinsurance Facility to €150 Million amid Escalating Conflict
Fri, October 16, 2026Aon plc and the European Bank for Reconstruction and Development (EBRD) have raised the guarantee capacity of their Ukraine Recovery and Reconstruction Guarantee Facility (URGF) from €110 million to €150 million, significantly expanding war-risk insurance support for Ukrainian businesses. The announcement was made October 13, 2026, and reflects mounting pressure from renewed Russian attacks on infrastructure, energy, and critical logistics amid a blockade of Black Sea ports.
Facility Expansion Details
The €40 million increase in capacity enables more robust coverage across a broader range of risk categories. In addition to continuing to cover inland cargo, motor vehicle damage, and railway rolling stock, the URGF now includes protection for gas-related assets in transit and storage, as well as inventory held temporarily in warehouses. The expanded facility follows deployment of over €500 million in reinsurance across nearly 10,000 policies under the original guarantee, and the initial €110 million tranche is fully committed.
The expanded URGF brings two new Ukrainian insurers into the program—UNIVERSALNA (backed by Fairfax Financial Group) and USG (part of Vienna Insurance Group)—joining prior participants INGO, Colonnade, and UNIQA. The reinsurance is underwritten by global reinsurer MS Amlin and backed by donor contributions from the EU under its Ukraine Investment Framework, as well as support from France, the UK, Norway, Switzerland, and Taiwan. Premiums have so far exceeded claims, and MS Amlin has not drawn on the EBRD guarantee.
Strategic Significance for Aon
This development positions Aon at the forefront of innovative risk-transfer solutions in conflict-affected regions. Aon manages the facility and serves as a strategic link between public institutions, reinsurers, and local insurers. The expansion reaffirms the firm’s ability to structure complex insurance mechanisms that can mobilize capital into challenging markets, potentially setting a blueprint for similar initiatives in other geographies experiencing geopolitical instability.
Context and Next Steps
The expansion arrives during a renewed phase of conflict-related risks in Ukraine, including intensified attacks on civilian infrastructure and constrained logistics due to blockades. The broader asset coverage and inclusion of more local insurers aim to increase resiliency and enable businesses to continue operating under heightened threats.
Looking ahead, stakeholders will monitor the facility’s effectiveness in facilitating consistent insurance access, the performance of participating local insurers, and whether similar public‑private risk-transfer models emerge in other emerging or conflict-prone markets. The level of donor and reinsurer engagement may also influence Aon’s competitive positioning in bespoke insurance offerings globally.
